The size of each segment has implications for the demand for social services, future population growth, youth unemployment, the overall dependency burden, as well as the total working force of the district. Notwithstanding the long periods of co-existence among the heterogeneous ethnic groups the melting pot effect has not emerged as attachment to primordial identity lines still prevail. The training of staff to acquire the skills that encourage and improve routine data collection, analysis and dissemination of routine data on the activities and programmes of various government and non-governmental organizations, are necessary for addressing development problems. The Regional Health Directorate is responsible for the overall health service planning, organisation, monitoring, supervision, evaluation and provision of technical support to districts. Ideally, more than two persons should not occupy a room, and any room occupancy ratio above 2 persons per room is considered to be on the threshold of over-crowding.
